As executive director of Senior Services Plus, I am writing you in regards to Governor Rauner and his proposed budget cuts in the Illinois Department on Aging Community Care Program (CCP). The CCP program includes Homemaker services, Adult Day Care and Community Care Coordination provided through Southern Illinois Visiting Nurses. These services are vital to supporting seniors in their home and the bottom line is they save the state of Illinois money! Economically, CCP services and care coordination cost approximately $10,000 annually per client, an average of $27 per day; in contrast, Medicaid nursing home cost is approximately $150 per day ($55,000 for one year), an emergency room visit costs between $5,000 and $20,000 per episode, and a day in the hospital costs on average $1,500. These potential cuts will affect many families who rely on in-home care to take care of a loved one while they work. The Homemaker program is estimated to save the state of Illinois $2 billion a year. The economics of cutting these programs does not make sense. In addition, SSP is one of many service providers that have a $4.5 million payroll impact in this region alone. It is common knowledge that the state of Illinois is struggling economically and the governor has based his campaign on a plan to attract jobs; cutting funds that in turn add to the unemployment rolls seems contrary to this campaign promise.
The reductions are also, quite simply, morally irresponsible. How can we simply abandon the most vulnerable seniors who have worked their entire lives to build the communities we live in today? Is this the legacy that Governor Rauner is beginning his term with, trying to cut his way out of a decades-old situation on the backs of those who supported our communities? Now when they need us most we throw them literally out in the cold? I can only say these cuts would be economically disastrous and morally reprehensible. I invite anyone who uses the Community Care program for their own needs or for family members to attend a Save The Community Care Program Rally being held at Senior Services Plus from 10 a.m. to 11:30 a.m. May 4. Join others from around the state of Illinois and voice your opposition against the proposed budget cuts to the Community Care Program (CCP). Senior Services Plus is located at 2603 N. Rodgers Ave. in Alton.
Service providers and the general public are strongly encouraged to attend in support of the services provided by the CCP. Clients of Senior Services Plus’ In-Home Care will give first hand testimonial on how the proposed funding cuts to CCP will affect their services. During the rally, guest speakers and local legislators will also address the crowd with the stance of other Community Care Service Providers including: In-Home Services, Adult Day Services and Emergency Home Response Services.
