SOUTH ROXANA – Police have arrested two men on unrelated charges in the investigation of a woman found dead in a vehicle in the parking lot of the Dollar General store.
Jeremy Loraine was arrested on Tuesday at about 9 p.m. in the 400 block of Ohio Avenue in South Roxana for failure to register as a sex offender, retail theft, and two counts of battery, South Roxana police said in a press release.
Robert Stoces was arrested on Wednesday at about 3 p.m. outside of his residence for a parole violation for manufacturing methamphetamine.
Frances M. Ragan, 42, of East Alton, was found slumped over the steering wheel of a U-Haul vehicle by a Dollar General employee and pronounced dead at 9:30 a.m. Saturday.
Police are waiting on toxicology reports and evidence submitted to the Illinois State Police Crime Lab. The case will be presented to the Madison County States' Attorney's Office for review pending the outcome of the lab results.
The investigation remains open, police said.
